If you are able to have this buffer then you can budget over a year for the approximate monthly cost of the utility bills, even though you are paying out differing amounts each quarter.
Check your energy bills. If you pay by direct debit then check if your payment was increased by the utility company without your knowledge. If it has been and your usage has not increased then complain immediately and get the payment increase removed. It is your money, it would be much more at home in your bank account!
